Despite no federal D.C. appropriations in recent years and the recent increase in crime in Carver Terrace, the Carver Quantum program has been a clear success, based on Eisenhower Foundation’s evaluations.
The Quantum program is located in the same renovated Telesis building as the Safe Haven-Ministation program. Telesis has given each program one floor.
Evaluation
The Carver Terrace Quantum program began with 17 youth, of whom 15 are still active and 2 (a brother and sister) have moved away, but maintain contact. Two of the Quantum participants graduated early, and the remaining 13, who are now seniors, are dispersed among several schools in the metropolitan area. Four of them are honor students. None of the female students have children. Though two Quantum youth had minor legal problems, all are now free of legal entanglements. All 17 are expected to graduate from their respective schools on schedule, and 10 or 11 are expected to go to college, with the rest planning military careers, or technical training.
