The Quantum program is housed in the offices of the Birmingham Urban League. The high school youths in QOP are actively involved in academic enrichment and youth development activities. They are also beginning to reach out to the community, participating in a number of activities that will not only help the community, but help the youths develop a sense of commitment and civic awareness that is the basis for good citizenship.
Prior research suggests that there is a sequence of positive changes that occur during the four years of QOP. The first step is getting the associates to bond with the staff. All subsequent changes are related to success in getting the youths to trust the staff. Often, this process can take six to twelve months. The staff of Birmingham QOP are report that after less than four months, the youths were already coming to them with personal problems. This is a strong indication of an excellent foundation having been built.
