Community Building in Partnership owns a former school near its headquarters, and replicates Quantum in this facility. The program has three paid staff – a director and two mentor/resource officers.
The Sandtown-Winchester Quantum program has 10 new computers with internet access. Participants are all from Carver High School, though not necessarily from the neighborhood, because Carver is a technical magnet school. Baltimore kids are public transit savvy, and the transit system is good, so transportation isn’t a huge problem.
The Sandtown-Winchester Quantum Program began in Fall, 2006, so the Eisenhower evaluation is at an early stage. We currently have grades for October, 2006 and February, 2007 for Quantum youth and a control group of students.
There is yet no significant difference between the grade point averages of the participants and the controls. This is as expected. Quantum is a four year program. Grade point and other differences between participants and controls usually do not emerge until the second year.
