One of the primary objectives of the Milton S. Eisenhower Foundation is to replicate model programs that positively impact the lives of people living in poor communities plagued by crime. The Eisenhower Foundation seeks to replicate the very best models - especially those that demonstrate results so dramatic as to be unprecedented.

One such institution is the Delancey Street Foundation, the most acclaimed educational and rehabilitative institution for ex-offenders in the world.

Upon the 30th anniversary of the Delancey Street Foundation, Dr. Mimi Silbert, the President, CEO and co-founder of the Delancey Street Foundation, agreed to enter into partnership with the Milton S. Eisenhower Foundation and establish replications of the Delancey model in selected localities around the nation.

The Eisenhower Foundation secured a grant from the Bureau of Justice Assistance to begin the process of selecting suitable localities for replications. The intent of the grant for the first year was to select 2-4 locations where there was sufficient local support for the replications, and the second year will see the implementation of replications in at least three of those four selected localities.
